Use 'xin lỗi' to apologize for mistakes, delays, or inconveniences, and also to politely get someone's attention or ask for repetition. It works in both formal and informal situations; for stronger/formal apologies you can add 'rất' (very) or explain the reason. For asking permission or making requests, use 'xin phép' or 'làm ơn' instead.
