전화 is commonly used to mean either the phone device or a phone call. As a verb you often see 전화하다 (to call) and 전화를 걸다 (to make a call) or 전화를 받다 (to answer). 통화 emphasizes the act or state of talking on the phone (a call in progress). For polite or honorific speech use 전화드리다 instead of 전화하다 when speaking to someone of higher status.
